Rowena Symss is an international consultant with over 10 years of experience in migration, international development, and humanitarian assistance. She specializes in project implementation, monitoring and evaluation (M&E), and policy research, with a strong focus on diaspora engagement, global health, and inclusive governance.
As Lead Consultant and Co-Founder of Kondan & Symss Consultancy Inc., she has led evaluations, capacity-building initiatives, and strategic research for projects funded by the European Union, UN agencies, and national governments.

Silviu Kondan
As Lead Expert Consultant at Kondan & Symss Consultancy Inc., Silviu has led evaluations, policy advisory services, and capacity-building initiatives for projects funded by the U.S. Department of State, the European Union, and the International Organization for Migration (IOM).
His portfolio covers counter-trafficking, migrant protection, diaspora engagement, and humanitarian response, with regional experience in the Western Balkans, Southeast Asia, West Africa, and the Caribbean.

Roberto Fabra
Alberto Fabra is a project management consultant with expert in equity & inclusion, public policy, and migration. As a key consultant at Kondan & Symss Consultancy Inc., he supports the design, implementation, and evaluation of projects focused on migration management, social integration, and public policy reform.
Alberto is currently pursuing a PhD in Political Science and Sociology, researching the implementation and evaluation of active employment policies. He also holds a Masters in Sociology and Demography.

Joseph Okafor
Joseph Okafor has international experience as a PMP-certified development professional and advisor on migration governance, policy development, and cross-border collaboration.
As a Consultant at Kondan & Symss Consultancy Inc., he has led field missions, managed monitoring systems, and supported diaspora response projects across West Africa. His portfolio includes the Gender Mainstreaming campaign for Nigeria’s Immigration Service, and contributions to data-driven project evaluations through in-depth qualitative research.

Sarah Stern
Sarah is a highly organized and detail-driven professional. Currently pursuing a Masters in European and Eurasian Studies at the Munk School of Global Affairs and Public Policy, University of Toronto, she integrates academic expertise with practical experience in administrative coordination, research, and policy analysis.
As Operations Lead, Sarah ensures efficient project execution by managing workflows and stakeholder collaboration. She supports policy and research initiatives to drive effective and results-oriented outcomes.
